[SPG_Active_Members] AFIPS proceedings now on line in ACM's digital library

Just noticed that the AFIPS proceedings from '51 -> '84 are now on line
in the ACM digital library. Google appears to have found them, and are now
showing up in their searches.

These are from the scans that the Computer History Museum provided to ACM
and IEEE for their repositories.
